The Anti-Drug Educational and Social Mobilization System (SEAMOS) is an organization of the Bolivian National Confederation of Private Entrepreneurs. SEAMOS works to prevent drug abuse and to raise community consciousness of its dangers. It also offers solutions to the problems of drug abuse and illicit drug trafficking.

To this end, SEAMOS constantly designs social marketing campaigns directed at the community and based on integrated drug-prevention measures. Social marketing "is a democratic and efficient tool that applies marketing principles to re-educate the 'consumer' through interactive dialogues leading to reflexion, participation, and behavioural change," says SEAMOS. "Results of the social marketing campaigns are measurable through its effects and can be assessed by its effectiveness."

Over 10 years, SEAMOS has developed its activities in the areas of research, information, communication, and social mobilization.

RESEARCH

SEAMOS prepares its campaigns and activities keeping in mind the target-population needs. A needs-assessment is conducted through extensive research and marketing studies that include focus groups, opinion polls, and interviews. SEAMOS also sponsors document research, debates, student theses, and institutional projects.

INFORMATION

The SEAMOS Information Center provides document services to institutions and individuals. The organization offers a library with periodical, video, and CD-ROM collections and is part of national and international information networks.

COMMUNICATION

SEAMOS designs mass communication strategies based on social marketing for the production of media spots, micro-programs and radio advertisement at a national level. In addition, it designs materials for the presentation of educational drug-prevention packages and publishes press releases, brochures, information newsletters, posters and similar promotional material. Based on media plans and audience surveys, SEAMOS sponsors communication campaigns in nine departmental capitals and in over 120 communities throughout the country.

SOCIAL MOBILIZATION

For drug prevention, SEAMOS produces and implements educational packages geared to specific audiences and institutions that serve as multipliers. The educational packages relay on a multiple- strategy vision that recognizes each organization's need to become a part of the drug-prevention movement.
