AFG/I96 - Capacity building for treaty compliance in Afghanistan

Summary
Despite the fact that Afghanistan is a party to the three conventions, it is not yet in a position to furnish the information as required under the conventions. Reporting of statistical data and the provision of estimates and assessments continue to be missing or incomplete. In fact, as noted also by the joint INCB/UNODC technical mission in June 2004, there is a serious lack of knowledge and understanding among Government officials of the functioning of the international drug control system as well as of the requirements of the international drug control treaties. In addition, at its 81st session, the Board, decided (decision 81/50) that the Secretariat should, in cooperation with UNODC/LAS, develop a comprehensive training package for the national competent authorities involved in the control of licit activities related to narcotic drugs, psychotropic substance and precursors, in order to raise government officials overall awareness of the functioning of the international drug control system and their responsibilities under the international drug control treaties, and to enable them to comply with the provisions of the conventions. Therefore, this project aims at improving the Government's compliance with the requirements of the 1961 Convention, the 1971 Convention and article 12 of the 1988 Convention and to minimize as much as possible the deficiencies that are observed in the implementation of those conventions in the area of the control of licit activities related to controlled drugs and chemicals, particularly as regards reporting obligations. In particular, (a) To significantly improve the knowledge and skills of national drug control administrators on the technical aspects relating to the implementation of the main drug control conventions, through specifically tailored hands-on training seminars to national drug control administrators in Afghanistan; and (b) To establish and enhance effective coordination among national competent authorities and cooperation with INCB.
AFG/S54 - Measures to prevent and combat trafficking in human beings in Afghanistan

Summary
This project aims at strengthening the capacity of the government and the responses of the judiciary and the law enforcement as well as civil society to prevent, investigate and prosecute cases of human trafficking in line with the requirements of the Trafficking Protocol.
This project is expected to accomplish:
- information sharing network among focal points working in the field of trafficking in persons developed
- assessment report prepared highlighting trends and recommendations on anti-trafficking strategies, and on improvement of the protection and support systems for victims and witnesses of trafficking
- assessment report prepared on existing legislation in the light of the Trafficking and Smuggling Protocols to ascertain the capacity of Afghanistan to sign/ratify and implement the Protocols and to support the design of legislative and other measures required to subsequently implement after ratification the Protocols.
- training programme designed for law enforcement and the judiciary, with emphasis on prosecution of human trafficking cases, law enforcement and investigative techniques, exchange of information, international co-operation and methods used by crime groups to traffic persons and protecting the rights of victims).
- common training sessions conducted between all focal points (Output 1), and law enforcement and legal professionals using the training material developed under Output 4.
- an awareness raising campaign implemented and national plan of action to combat trafficking in human beings adopted at a National Forum.
- international contacts identified and established for the exchange of information on human trafficking with the neighbouring countries of Afghanistan.
AFG/S51 - Reform of the juvenile justice system - extension to the provinces

Summary
The project represents a follow-up to the Juvenile Justice Reform project (AFG/R40) and aims to build on the achievements and lessons learnt during its execution as follows:
- to foster the implementation of the Afghan Juvenile Code and of the reform of the Juvenile Justice Department within MoJ in Kabul and provinces;
- to enhance the capacity of social workers to perform their task, in line with the Juvenile Code;
- to increase the educational and vocational skills of juveniles in conflict with the law;
- to expand availability of Afghan Juvenile Rehabilitation Centres and enhance capacity of provincial Juvenile Justice Departments and Juvenile Courts.
